Health Care Programs for Pregnant Women

Illinois Medicaid provides two programs for pregnant women: (1) Medicaid Presumptive Eligibility (MPE), which provides immediate and temporary health insurance coverage for outpatient services for pregnant women, and (2) Moms & Babies, which covers healthcare expenses for women throughout their pregnancy and for 60 days after delivery.

Who is Eligible

Medicaid Presumptive Eligibility (MPE)
  • Is available to women who are pregnant and who meet the income requirements.
  • Only covers outpatient services (e.g. prenatal checkups, prenatal vitamins, and specialty services, among many others). Inpatient services, such as labor and delivery, are NOT covered.
  • Is temporary - coverage extends from the date of eligibility to the last day of the next month.
Moms & Babies
  • Is available to women who are pregnant and who meet the income requirements.
  • Covers outpatient (i.e. prenatal checkups, prenatal vitamins, and specialty services, among others) and inpatient services (e.g. labor and delivery) throughout a pregnancy and for 60 days after delivery.

Why Apply

  • There are no premiums or co-payments for MPE or Moms & Babies.
  • There are no citizenship or immigration status requirements for MPE or Moms & Babies.
  • Women do not need to have a Social Security Number to be covered by MPE or Moms & Babies.

To Apply For

Pregnant women can enroll in MPE by going to an MPE provider for healthcare. The MPE provider will determine that the woman is pregnant and that she meets the income requirements. Coverage begins immediately.

  • A woman who has a healthcare provider should contact her clinic to see if her doctor is an MPE provider.
  • If a woman’s healthcare provider is not an MPE provider, or if a woman does not have a healthcare provider, she should contact the All Kids Hotline at 1-866-ALL-KIDS (1-866-255-5437) for a referral.

Pregnant women can apply for Illinois Moms & Babies by contacting an All Kids Application Agent.

  • Many doctors and clinics that care for pregnant women are All Kids Application Agents.
  • To find an Application Agent, women can call the All Kids Hotline at 1-866-ALL-KIDS (1-866-255-5437).
  • Individuals can apply for Moms & Babies programs online.
  • Alternately, applications can be accessed online (in Spanish) and submitted to the Department of Human Services (DHS) by mail or in person at a DHS office.

  • Women who apply for either program do not have to demonstrate immigration status or a Social Security number.

Notice about termination of MPE benefits
MPE only covers outpatient services from the date of eligibility until the last day of the next month. Women who are eligible for MPE should immediately apply for Moms & Babies in order to maintain coverage for the duration of their pregnancy.

Women can apply for MPE and Moms & Babies at the same time. If a woman already has MPE when she applies for Moms & Babies, her MPE will be automatically extended while her Moms & Babies application is reviewed.
